GRSE becomes the 29th Navratna CPSE; warship-maker gets greater autonomy

5 min readSource: Business StandardArticle 1 of 14

Garden Reach Shipbuilders & Engineers (GRSE), the Kolkata-based defence shipyard, was accorded Navratna status by the Department of Public Enterprises (DPE), Ministry of Finance, through an Office Memorandum dated June 19, 2026, becoming the 29th Navratna central public sector enterprise (CPSE). The upgrade — from its earlier Miniratna status — gives GRSE greater financial and operational autonomy to make larger investments and pursue expansion without case-by-case government approval. GRSE's CMD called it a 'defining moment' for the shipyard, whose revenue from operations grew nearly 300% — from about Rs 1,754 crore in FY 2021-22 to Rs 7,002 crore in FY 2025-26. A Defence Public Sector Undertaking under the Ministry of Defence, GRSE delivered eight warships in FY26, including three on a single day (March 30, 2026) — the guided-missile frigate Dunagiri, survey vessel Sanshodhak and anti-submarine craft Agray.

Background & Context

Indian Central Public Sector Enterprises (CPSEs) are classified into three tiers that grant rising degrees of financial autonomy: Miniratna, Navratna and Maharatna. The grades are awarded by the Department of Public Enterprises (DPE) under the Ministry of Finance, based on parameters such as net worth, net profit and consistent performance. A Navratna CPSE can make investment decisions up to defined ceilings without case-by-case central approval, enabling faster expansion and joint ventures. Garden Reach Shipbuilders & Engineers (GRSE), headquartered in Kolkata, is a Defence Public Sector Undertaking under the Ministry of Defence that builds warships and other vessels for the Indian Navy and Coast Guard. Its elevation to Navratna reflects sustained growth in revenue and order book on the back of indigenous warship orders.
