Union Agriculture & Farmers' Welfare Minister Shivraj Singh Chouhan approved large-scale procurement of pulses and oilseeds at Minimum Support Price (MSP) for four states — Tamil Nadu, Gujarat, Uttar Pradesh and Haryana — under the Price Support Scheme (PSS) on June 18, 2026, in a review held via video conferencing. The approvals are aimed at shielding growers from market-price pressure and ensuring they receive the MSP. Uttar Pradesh received the largest sanction — procurement of 48,298 MT of moong, 97,970 MT of urad and 41,718 MT of groundnut for the Summer 2026 season, with a total MSP value exceeding Rs 1,490 crore. Gujarat was cleared for 18,250 MT of moong (MSP value over Rs 160 crore) and Haryana for 2,115 MT of moong (over Rs 18 crore). The PSS is implemented through central nodal agencies such as NAFED and NCCF.

Background & Context

The Price Support Scheme (PSS) is a central government scheme under which designated agencies procure pulses, oilseeds and copra directly from farmers at the Minimum Support Price (MSP) when market prices rule below the MSP, protecting farmers from distress sales. It is a component of the umbrella PM-AASHA (Pradhan Mantri Annadata Aay SanraksHan Abhiyan) scheme of the Ministry of Agriculture & Farmers' Welfare. Procurement is carried out through central nodal agencies such as the National Agricultural Cooperative Marketing Federation (NAFED) and the National Cooperative Consumers' Federation (NCCF), in coordination with state governments. The MSP is the guaranteed price announced by the government (on the recommendation of the Commission for Agricultural Costs and Prices, CACP) for select crops each season.
