India's Digital India Bhashini Division and Nepal's Kathmandu University signed a Memorandum of Understanding (MoU) to co-create national digital infrastructure for a 'voice-first' language-translation platform for Nepal and to collaborate on multilingual artificial-intelligence resources. Under the MoU, the two institutions will jointly develop high-quality Nepali-language datasets, speech corpora and multilingual AI capabilities including speech-to-text, text-to-speech, machine translation and multilingual conversational AI. The partnership, signed in the presence of the foreign ministers of both countries, also aims to support the preservation of low-resource languages across the India-Nepal region and to strengthen digital public infrastructure and inclusive digital services. It extends India's flagship Bhashini language-technology mission into the neighbourhood, deepening technological cooperation with Nepal.

Background & Context

Bhashini, formally the Digital India Bhashini Division, is India's national language-technology mission launched under the Digital India programme to break language barriers by providing AI-based translation and speech tools across Indian languages, so that citizens can access digital services and content in their own tongue. It is part of India's broader Digital Public Infrastructure (DPI) approach, the same philosophy behind Aadhaar, UPI and the CoWIN platform, which India has increasingly offered to share with other countries as a model for inclusive, population-scale digital services. 'Low-resource languages' are those for which limited digital text and speech data exist, making it hard to build accurate AI models; collaborative data-creation efforts like this MoU aim to address that gap. By partnering with Nepal's Kathmandu University to build Nepali-language AI resources and a voice-first translation platform, India extends its language-technology and DPI cooperation into the neighbourhood, reinforcing both technological ties and its 'Neighbourhood First' diplomacy.
